RICS Level 2 Survey in Chelsea: What It Covers and When You Need One

If you are buying a flat or house in Chelsea, your solicitor will ask whether you have arranged a survey. It is one of those moments where you need to make a quick decision, and the options can feel unclear. Do you go for a basic condition report? A full building survey? Something in between?

The RICS Level 2 Survey (also called a HomeSurvey or Survey Only) sits in the middle. It is the most common instruction we receive for properties in Chelsea, and for good reason. It gives you a thorough assessment of the building’s condition without the depth (or the cost) of a Level 3 Building Survey. This post explains what it covers and when it is the right choice.

What Is a RICS Level 2 Survey?

A RICS Level 2 Survey is a visual inspection of a property’s main elements. The surveyor examines the building inside and out, looking at the roof, walls, floors, ceilings, windows, doors, drains (where accessible), and services (heating, plumbing, electrics) where visible. They also check for damp, timber defects, and structural movement.

The survey follows a standardised RICS format. Every report uses the same condition ratings:

  • Condition Rating 1: No repair is currently needed.
  • Condition Rating 2: Repairs or replacements are needed but are not considered urgent or serious.
  • Condition Rating 3: Defects or repairs that are considered serious or need to be addressed urgently.

The report also includes a summary of urgent matters, a list of potential hidden defects (things the surveyor could not inspect but that may be relevant), and advice on next steps. It does not include a valuation or a reinstatement cost assessment unless requested separately.

When Is a Level 2 Survey the Right Choice in Chelsea?

Chelsea has a huge variety of property types, from Victorian and Georgian townhouses to mansion blocks, post-war conversions, and new-build developments. The right survey choice depends on the age, condition, and complexity of the property you are buying.

A Level 2 Survey is usually the right choice when:

  • The property is in reasonable condition. If the seller’s Home Report or a viewing suggests no major issues, a Level 2 provides sufficient reassurance.
  • The property is a leasehold flat in a managed block. In this case, the structure and common parts are often maintained by the freeholder. A Level 2 focuses on the interior of the flat, which is what matters most to you as the buyer.
  • The building is less than 50 years old. Modern construction with standard materials and foundations typically has fewer hidden risks than a period property.
  • You have a limited budget for the survey. A Level 3 Survey costs roughly twice as much. If the property is straightforward, a Level 2 gives you the information you need without overspending.

If the property is a Victorian or Georgian townhouse, more than 100 years old, has been extensively renovated, or shows visible cracking or damp, a Level 3 Building Survey is the safer option. Your surveyor should advise you on this when you first discuss the instruction.

What a Level 2 Survey Does Not Cover

It is worth understanding the limits of a Level 2 Survey so there are no surprises when you receive the report.

The inspection is visual and non-invasive. The surveyor does not:

  • Lift carpets or floorboards
  • Move furniture
  • Remove carefully fixed panels or boards
  • Inspect the inside of drainage runs
  • Test services (electrics, gas, heating, water) beyond basic visual observation
  • Access roofs without a fixed ladder or safe route

If a full test of the electrical installation is needed, you would instruct an EICR (Electrical Installation Condition Report) separately. Similarly, a drainage survey or a damp specialist report may be recommended if the surveyor identifies potential issues during the inspection.

How Long Does a Level 2 Survey Take?

The inspection itself takes between one and two hours, depending on the size of the property. The report is typically delivered two to five working days after the inspection. Most surveyors, including Ekron, can arrange a survey within a few days of instruction, though availability depends on the time of year. The summer and autumn buying seasons are the busiest periods.

Why Local Knowledge Matters in Chelsea

Chelsea has some distinctive building characteristics that a surveyor should understand. The estate brickwork common in the Cadogan Estate properties, the timber-framed roofs of Victorian townhouses, and the conversion patterns in 1930s mansion blocks all present specific risks that a general surveyor might miss.

A local surveyor will also know which Chelsea streets have a history of subsidence, which mansion blocks have known cladding issues, and where basement excavations have caused problems for neighbouring properties. This local knowledge is one of the main reasons we recommend using a surveyor who works regularly in the area rather than a national firm that dispatches surveyors from outside London.
